I have lived in many different countries and there has never been any issues to apply for tax file numbers or social security number depending on what you need. However, returning back home as a Swede to Sweden after 15 years living abroad is an issue. I have been in Sweden for our 4 months and still having issues with my application. I am born in Sweden and completed my whole schooling here. This process of trying to lodge my application is ridiculous, there is absolutely no one that is taking responsibilities for their actions nor being able to answer any questions. The latest was they were going to send me 4 page document \investigation\ that I need to prove that I will stay in Sweden for more than a year. This mail never got delivered to me due to not having my name on the door, so the mail was returned to the same person accountable for my case. It never occurred to her to contact me by phone or email. I had been calling her on numerous occasions trying to have some sort of a conversations and receive some answers without any luck. Finally after waiting for this letter for more then 14 days she agreed to email me the document. Can you imagine this is something she could've done from the start!!! This is just a small little insight of my application process with Skatteverket . I'd need to write an essay to include the whole story.

We went to register our marriage on Sweden, on July, at 10:15 am. There was no queue at all, the stuff was super nice, helping us on every step and when they were not sure about something they asked their mates. It took 15 min the whole process so was a great experience.
Customer service here is really great. It's so much better than dealing with tax agencies in other countries. My only issue is the long wait times, in person and on the phone. The system says \your on hold\ but didn't give you any indication of what number you are in line or how long it may take.
Great staff who are very helpful and effective to minimise waiting lines. Some water available would be great since, regardless, long waiting time is to be expected. Otherwise a pleasant experience.
